KAKAMPI MO ANG BATAS: Favoritism under Gloria; PNoy & SC PDF Print E-mail

FAVORITISM BY GOV’T BANKS UNDER GLORIA: The Senate investigation being pursued by Sen. Sergio Osmena III on loans granted to companies identified with businessman Roberto Ongpin by government banks under the presidency of Gloria Macapagal Arroyo is showing how her government could really and truly favor someone—the wrong way.

If I am to believe Serge, billions of pesos in government money have been lent to Ongpin through his companies by the Land Bank of the Philippines and the Development Bank of the Philippines, even if those companies did not even have the assets to secure the loans. The question is, why did Land Bank and DBP favor Ongpin’s companies with billions of pesos despite the risks?

Perhaps, Serge and his Senate committee should hurry up their investigations and then file the appropriate cases in court. I am sure a case or two for plunder can be built and pursued against those responsible for favoring just one or two individuals with government money. Let us see more of Arroyo favorites paying for their supposed misdeeds during their nine-year reign.

WHERE ARE PNOY AND SC GOING? And so, where will the animosity between President Aquino and the Supreme Court lead to? My guess is that, President Aquino is trying to whip up a storm of public opinion against the judicial branch of government, either to generate people power to topple those appointed by Gloria, or to simply compel these appointees to resign.

But let me remind everyone that while the 1987 Constitution, under its Section 16, Art. XIII, provides for “people power” to effect changes in the executive and legislative branches of government, in the guise of “effective and reasonable participation at all levels of social, political and economic-decision-making”, there is no similar provision against the judiciary, or, more specifically, against the Supreme Court.

Here is what Section 16, Art. XIII says: “The right of the people and their organizations to effective and reasonable participation at all levels of social, political, and economic decision-making shall not be abridged. The State shall, by law, facilitate the establishment of adequate consultation mechanisms…”

GLORIA, ERAP AND PNOY, & VMMC: I am praying that when Gloria Macapagal Arroyo gets jailed at the Veterans’ Memorial Medical Center (VMMC) in Quezon City, she will not say, “I hope President Aquino will not suffer the fate I am going through right now.” President Estrada made that quip against Gloria as he was being detained at the VMMC in 2001, and look at where Gloria is now—precisely in the same jail.

US$ 50 M FOR RH BILL? Even if Albay Rep. Edcel Lagman Sr. denies it to high heavens, Filipinos will always remember the charge that the United States is giving away US$50 million just to have the Reproductive Health Bill passed into law, to keep population in the Philippines in check. The perception is that, this money is the reason why lawmakers are falling one on top of the other pushing the RH bill.

ABALOS IN OR OUT? Is Benjamin Abalos Sr., the former chairman of the Commission on Elections, included in the electoral sabotage case that was filed against Gloria Macapagal Arroyo? Abalos was already lambasting the Comelec and the Department of Justice, saying he was included in the case without basis, and yet when the charges were finally filed in court, his name was not there, Sen. Koko Pimentel is saying. Indeed, what is the real score here?
