BoC has power to open containerized vans, says District Collector PDF Print E-mail

Customs Zamboanga City District Collector Abubakar M. Hamad said that his office has the power to open any international  container  cargo van or container van intended for local port as as provided for by the Tariff and Customs Code of the Philippines( TCCP).

Hamad  explained that his office can open anytime any foreign or local container van if it is suspectedto be containing contraband and smuggle articles, dangerous articles or hazardous to environment, explosive materials or any illegal material used for lawlessness.

He explained that before the opening of the suspecious containerized van, there must be a request letter from the concerned government agency which provided the information. Then the Customs bureau will summon the  shipper or  consignee of the van.

According to Hamad, his office is not so involved in the opening of local domestic cargoes because it is presumed that the goods inside are intended for domestic use.
He however said if there is a request from any concerned agencythat a van is carrying illegal goods, his office has the power to open it. 

Hamad can issue order to open such van in the presence of the Bureau of Fisheries and Aquatic Resources or  the Armed Forces of the Philippines if such cargo causes economic sabotage, is illegal, violating the Convention on the International Trade on Endangered Species or violating the TCCP.
But most of all, Hamad said, his office is concern on cargoes coming from foreign countried and goods that are going out of the country.

Meanwhile, Hamad said that revenue collection his office increased by 15 percent during the month of April (P3,683,782) and 86 percent during the month of May (P6,615,800). —  Allen Abastillas
