Mayor forms public transport route plan PDF Print E-mail

Mayor Beng Climaco has issued an executive order creating the Local Public Transport Plan (LPTRP) Team, pursuant to the Joint Memorandum Circular No. 001 series of 2017 between the Department of Transportation (DOTr) and the Department of Interior and Local Government (DILG).

In issuing EO No. BC329-2018, Climaco said Zamboanga City is one of the growing urban centers in Mindanao, and like other highly urbanized areas in the country, it is experiencing a significant increase in population and consequently traffic congestion due to the increase in the volume of road traffic users and limited road capacity.

With the increase in population, the chief executive said the city government of Zamboanga recognizes the important role of a sustainable transport and traffic management in managing urban growth and development as well as the management of environmental pollution.

Thus, the DOTr through Department Order No. 2017-011 is mandated to set guidelines, criteria, and procedures for local transport planning and help build local capacities to prepare Local Public Transport Rout Plans (LPTRPs), under which the LGUs shall be responsible for collating data, analyzing public transport supply and demand, and identifying specific public transport supply gaps for travel within their territories and for capturing this in city public transportation plan.

The city’s LTPRP Team is composed of the mayor herself as chairperson with Councilor Elbert C. Atilano Sr. and City Administrator Marie Angelique C. Go as co-chairpersons.

The members are Councilors Josephine E. Pareja, Councilor Jerry E. Perez, City Legal Officer Jesus C. Carbon Jr., City Planning and Development Coordinator Rodrigo S. Sicat, OIC- City Engineer Christopher Q. Navarro, City Agriculturist Diosdado N. Palacat, City Environment and Natural Resources Officer Reynaldo Gonzales, CDRRM Officer Elmeir E. Apolinario. City General Services Officer Rene M. Dela Cruz and 13 other officials to include representative from the Land Transportation Franchising and Regulatory Board (LTFRB-9), Department of Public Works and Highways (DPWH), Western Mindanao State University (WMSU), the local police, transport and business groups.

The team shall serve as mentor to the city’s counterpart staff, on an on-the-job training approach as follows: Analyze and establish the city’s basic road network, conduct assessment and identification of problems related to public transport system, setting up of objectives, conduct analysis of the present existing public transport system, review of existing condition and data collection, conduct public consultations, conduct primary data collection, determination of routes, determination of additional public transport requirements, and recommendation for issuance of franchises.

The City Administrator’s Office was designated as the focal office for the LPTRP Team that shall coordinate/convene the members to ensure compliance to the order.-(Vic Larato/PR)
