The Zamboanga City government intends to file charges against a National Housing Authority official for the collapse of a housing unit under the Zamboanga Roadmap to Recovery and Reconstruction program in Tulungatung last week.

City Hall Spokesperson Cesar Jimenez Jr said that NHA District Manager Al Khwarizmi Indanan could face legal charges for the collapse of the structure.

Jimenez explained that as NHA Manager, Indanan should be held responsible and accountable based on the principle of Command Responsibliity.

Although the project was being inspected by a project engineer,  command responsibility dictates that Engineer Indanan has the responsibility as leader of the NHA, said Jimenez.

“He was practically involved ever since with the Z3R.  What happened along the way?  Ansina el resulta del proyecto?” Jimenez asked.

Jimenez’s statement was made during an investigation made by representatives of the city government, the City Disaster Risk Reduction and Management office, the City Housing office and some councilors on the Z3R housing project in Tulungatung.

The investigation is expected to be completed next week.

Meanwhile, the city government plans to file the legal action with the support of the city council.

NHA started the construction of more than 8,000 houses for victims of the 2013 Zamboanga siege on July 2014. (RGAAGo)
