A police official holding a rank of superintendent (Lt.Colonel) was killed during a drug buy-bust operation carried out by Philippine Drug Enforcement Agency (PDEA) and PNP-Counter Intelligence Task Force (PNP-CITF) in front of Andres Bonifacio College Gymnasium in Dipolog City on Monday night.

Police Regional Information Officer Chief Insp. Helen Galvez identified the fatality as Supt. Santiago Ylanan Rapiz, assigned with the Logistic Branch in Zamboanga del Norte Police Provincial Office.

The bloody government operation occurred at around 7:40 p.m., Galvez bared.

Galvez added that the buy-bust operation resulted in an armed encounter between the government operatives and Rapiz, where the senior police official was killed during  the shootout.

The police report disclosed that Rapiz was able to sense that it was a government operation after handing the shabu to an unidentified poseur-buyer agent prompting him to run with the marked money but he was cornered by the PDEA and PNP CITF operatives..

Galvez said that instead of giving up to the apprehending authorities, he drew his handgun and fired towards the arresting team.

With no options left, the government operatives retaliated resulting to an exchange of gunfire.

Rapiz was fatally hit in the body and was rushed to Corazon Aquino Hospital in Dipolog City where he was pronounced dead on arrival by attending physicians.

The PRO-9 spokesperson said that a big transparent heat-sealed plastic sachet containing white crystalline substance believed to be shabu worth some P50, 000 which was sold by Rapiz during the buy-bust operation was already turned over by the police poseur-buyer to the investigator-on-case at the Dipolog City Police Station.

Meanwhile, PNP Crime Laboratory personnel of Zamboanga Del Norte PPO the crime scene processed the crime scene where they also recovered the caliber .45 pistol of Rapiz.

Police Regional Director Chief Supt. Emmanuel Luis D Licup said the joint operations of PNP-CITF and PDEA was a legitimate government operation as he said that there was proper coordination made with the PRO-9 prior to the actual anti-drug operation.

Rapiz had been reassigned by the Directorate for Personnel and Records Management (DPRM) at PRO-9 on October 18, 2016 from PRO-18.

It can be recalled that Licup has already issued a stern warning to all cops that the Police Regional Office 9 is seriously implementing the Internal Cleansing Program in the entire region.

The data from the PRO9 Internal Cleansing Program showed that a total of 31 PNP personnel tested positive for illegal drug use during the conduct of random drug testing while 11 others were arrested in anti-drug operations since January of this year here in the region.

The PNP-Counter-Intelligence Task Force (CITF) has already neutralized three PNP personnel involved in illegal drugs activities during its two legitimate operations in Zamboanga Peninsula.

It can be recalled that last August 18, 2018, two cops assigned here in Zamboanga City were killed in a shootout with operatives of the Counter Intelligence Task Force (CITF) of the PNP in Ayala, west of this city. – Dan Toribio
