Two major political parties in the city, headed by Congressman Celso Lobregat and Mayor Maria Isabelle Climaco- Salazar, have traded accusations over the purchase of airport pushcarts for the use of passengers.

The altercation was prompted by the recent donation by the Zamboanga local government, headed by Mayor Beng Climaco- Salazar, who is seeking re-election, of pushcarts for the use of passengers at the Zamboanga International Airport.

A total of 200 pushcarts have been purchased for P18,000 each for a total amount of P3.6-million by the local government. The contract for the delivery was awarded to Anwelh Holdings, Inc.

Minority Councilor Benjamin Guingona sought clarification from the local government due to reports of the pushcarts being overpriced at P18,000 each.

“The money used to buy the push carts are taxpayers money. These came from the ordinary Zamboangueños who are paying taxes which the government used to buy these kind of equipment,” Guingona said.

Guingona vowed to bring the matter to the Commission on Audit (COA) to check on possible violations in the bidding process.

Climaco’s team, headed by Vice-Mayoralty Aspirant Councilor Rommel Agan and Congressional Candidate Cesar Jawo Jimenez together with Councilor Sang Jimenez, held a press conference yesterday to give their side on the issue.

Councilor Jimenez said that the purchase request for the pushcarts came from the General Services Office signed by GSO Head Engr. Rene Dela Cruz, City Treasurer Romelita Candido and Mayor Climaco-Salazar.

He also said that there is a single responsive bid submitted amounting to P18,000 per unit.  The price includes the unit and sticker layout designs.

“Please take note that our bidding process is on PhilGEPS (Philippine Government Electronic Procurement System).  It is in the internet, Everybody can see it,” said former City Hall spokesperson Jawo Jimenez.

On October 22, the Civil Aviation Authority of the Philippines (CAAP) presented 200 units of trolleys at the Zamboanga International Airport.  The ceremony was attended by First District Congressman Celso Lobregat and Tourism Assistant Secretary Myra Paz Abubakar.

Last November 6, Mayor Maria Isabelle Climaco-Salazar turned over 200 pushcarts to the Zamboanga airport officials for the use of the passengers.  (RGAAGo)
