Climaco: Unseen group behind ZamPen inclusion in BOL poll? PDF Print E-mail

Mayor Beng Climaco believes that there must have been a group behind the apparent snowballing move in Zamboanga Peninsula to include some areas in the January 21, 2019 plebiscite for ratification of the Bangsamoro Organic Law that will establish the Bangsamoro Autonomous Region in Mindanao (BARM).

Climaco made the statement following reports that certain barangays in the neighboring province of Zamboanga Sibugay, particularly in the town of Tungawan, had also petitioned the Commission on Elections (Comelec) for their possible inclusion in the BOL plebiscite, the manner by which the petitions were made was similar to that of the city’s island barangays of Landang Gua and Busay. However, she did not elaborate.

As this developed, the city legal team headed by Atty. Jesus Carbon Jr. flew to Manila the other day and filed with the Comelec the city’s “Omnibus Verified Comment and Opposition” to the petitions of the Barangay Councils of Landang Gua and Busay for their possible inclusion in the BOL plebiscite.

Climaco said she had instructed the city’s legal team to intervene and represent  the voice of the majority of Zamboangueños that do not want to be part of the plebiscite, more so the city’s inclusion in the BARM, which will replace the existing Autonomous Region in Muslim Mindanao (ARMM).

The Comelec en banc was scheduled to hear the petitions of both barangays today, Dec. 7, thus the immediate petition to oppose.

In a nutshell, the city’s 18-page opposition was anchored on contiguity, stressing that barangays Landang Gua and Busay, both of Zamboanga City, are not contiguous to any areas under the ARMM, and that their petitions be declared null and void.

In the same opposition, the city also asked Comelec to deny and dismiss the petitions filed by barangays Cawit and Arena Blanco, both of this city, for same reason as non-contiguity.

The city likewise petitioned the Comelec that “All Barangay/LGU resolutions or petitions filed by any individuals or groups before the Honorable Commission involving LGUs within the Zamboanga Peninsula alleging contiguity, must be denied/dismissed outright for utter lack of factual and legal basis.”-(Vic Larato)
